Run the downloaded tool. Accept the license terms.
Select a location on your computer to save the file (e.g., Desktop or Downloads folder). Click Save.
Choose "ISO file" as the media type.
Visit the same Microsoft download page: https://www.microsoft.com/software-download/windows10
Scroll down and click "Download tool now" (MediaCreationTool.exe).
Select "Create installation media (USB flash drive, DVD, or ISO file) for another PC" and click Next.
Change your browser's user agent to "iPad" or "Android" using Developer Tools (F12 > Device Emulation).
